		<description>Yes, good point.  But I haven&#039;t  any seen articles about surpluses of good water; however, I do keep seeing articles like this:

The Bush administration is urging a federal appeals court to allow part of a canal separating California and Mexico to be lined with concrete to stop millions of gallons of water from seeping south of the border. The lining project will provide enough water for 135,000 new homes in the San Diego area.  A lawsuit seeking to block the project argues that shutting off that seepage would cause significant economic loss on the Mexican side of the border as thousands of acres of farmland would turn to dust.
